The Superhero Database Classification number, or SHDB Class, is a number that represents the overall 'power' of a character. All traits of a character are used for calculating the Classification.
What it DOESN'T mean
This doesn't mean that a higher class would always beat a lower class character. But the bigger the difference in Class is, the more obvious it is who'll win in a fight.

Super Power Score and Level
Every Super Power has a score (SPS) that is used to calculate the Class. Each Super Power also has 3 levels (SPL). The level is set when connecting that Super Power to a character. The level determines the final score, of the Super Power, being used in the calculation.
Can Cosmic Armor Superman do something similar in his verse too ? Like e.g. making additional Concepts / Endless (Death, Dream ...) and/or readjusting / redefining the limits of what they can do or what part of reality they're supposed to govern ?
No, obviously not.
Only an omnipotent God can do that, and CAS isn't anywhere close in power and authority to an omnipotent God.
But within the context of Fire Force, Shinrabanshoman literally had the power of an omnipotent God,
therefore in that state Shinra could simply decree CAS out of existence, redefine what CAS is and what he can or cannot do, or also turn him into a harmless bouquet on a whim.
Because that's the sort of power Shinra had. The power of an omnipotent God, with crazy Reality Bending / Concept and God Creation and scales above Adolla (which contains ALL concepts like dimensionality and mathematics itself, and contains also all mythologies of mankind) and also scales above the Evangelist (contains all of human subconsciousness and despair).
Shinra should objectively be at least High Outer or Boundless.
