Chris Evans and Scarlett Johansson as MCU Villains?

Since Robert Downey Jr. went from playing Iron Man to Doctor Doom for his return to the MCU, could Chris Evans and Scarlett Johansson make a similar return? What villains would you think they'd play if they were to follow the same path and return to the MCU that way?

Evans already came back as Human Torch for a cameo in Deadpool and Wolverine but I think he's done now. I heard Johansson wont return in a role but will instead be executive producing an unknown MCU project.
