The Cyborg Superman is Hank Henshaw, a cybernetically enhanced enemy of Superman. Henry "Hank" Henshaw was a doctor connected with the Team 7 project five years ago. After assuring Caitlin Fairchild her prosthetic legs would be ready he turned his attention to Project Spartan which was intended to reactivate a cybernetic soldier who had gone disused for years. It was revealed that Henshaw had subverted the Spartan's programming resulting in his body being killed and him being turned into a cybernetic monster.
