Can Weather Wizard's Wand create a Sharknado?

This is a Question, i though of today because my weather has been a bit bizarre very recently, couple of days ago, it was raining but the floor was dry, also yesterday, The Temperature was cold even though it's August where I live, I Don't know what's been going on with my weather but I Will solve it, in the meanwhile I'd Like to know if Weather Wizard can create a Sharknado with his wand
