Classic Battle Royale

Poppy (LoL) Actually i think Poppy would be more likely to win eventho Veigar is definetely the strongest in a 1v1, mostly because in this scenario i think there would be far too much chaos and he would end up accidentally and rather comically getting taken out by a stray Ziggs bomb or something along the lines as i just dont think he is great enough of a combatant and he would also definetely have "Villanous monologues" after he does almost anything with his powers. Poppy isnt too overly experienced herself but she definetely fights on a far more regular basis and more importantly she would be durable enough to not get put out of commision that easily.
